Tower District Beautification Project – Mosaic Art Trash Cans
The City of Fresno has partnered with the Fresno Arts Council to accept artist’s proposals for eight cement trash receptacles featuring mosaic tile artwork reflective of the Tower District Culture and Entertainment District.
Trash cans will be placed along the north and south side of Olive Avenue, four each side. Businesses along Olive will adopt the trash cans placed on sidewalk in front of their businesses.
Proposals are to include ideas for original artwork to be commissioned for the trash cans. Desired proposals will capture the spirit of the Historic Tower District. Commissions will be paid only for selected artwork. Artists may submit proposals for 2 to 4 cans. Minimum of 2 cans, maximum of 4 cans. Collectives and or collaboratives of more than one artist may submit proposals.
Artist proposals should include a demonstration of the Artist’s ability and experience in working with mosaic tile, timeline for completing the project and a detailed budget of cost estimate. Costs should include fee to artists, artwork installation, labor, materials and insurance. Trash can dimensions are 29-inches long by 26-inches wide by 36-inches high. Additional photos of already-completed trash can art project examples are forthcoming.
Cement trash cans weigh approximately 800 pounds (lbs.) each with three cement sides conducive to mosaic tile art application. Cement trash cans will be delivered to the artist’s workspace and transported to location for final installation on the specified dedication date.
An Art Review Committee will narrow submissions and choose the final art to be included in this project.
Tower District Beautification Project
Councilmember Esmeralda Soria and Council President Miguel Arias are leading a three phase Tower District Beautification Project to enhance the Tower District for its community members.
Phase I – A pilot weekly Tower Cleanup project which includes litter removal and sidewalk cleaning.
Phase II – Olive Avenue Beautification Plan, which includes design and installation of 8 mosaic trash cans along Olive Avenue, updated overhead LED string light above Olive Avenue, maintenance of Tower crosswalk art and installation of 10 Tower outdoor dining parklets.
Phase III – Infrastructure improvements on Olive Avenue such as sidewalk bulb-outs, landscaping and high visibility crosswalks to be completed by Spring 2021.
We currently have allocated $8,000 for the installation and artwork of the 8 mosaic trash cans. Total project cost cannot exceed allocated amount.

The project is open to experienced artists from Fresno County age 18 or over.
An Art Review Committee will select the finalists and then invite them for a final interview.
The Fresno Arts Council reserves the right to make no selection in this process if the art presented is not appropriate.
There is no entry fee.
- Submit a flash drive by mail (use overnight service if necessary) – Please clearly label all materials with name, email, address, and phone number.
- One-page letter of interest
- One-page budget including all equipment, material, and insurance
- Current resume – identify experience with public art or murals
- Identify website URL, if you have one.
- 10 images of current, relevant work. Images should be JPEG, a minimum of 300 dpi resolution
- Up to 6 digital images of proposed work that includes title, media, size, date, and description
- 3 reference letters with contact information
- Prepaid, self-addressed stamped envelope if you want flash drive (or other submitted materials) returned
